I am receiving the message: "Notebook Sync Error; failed to connect with Toodledo.com" on my new iPhone 6. How to do I get my new phone to sync with Toodledo.com?

It looks like you're trying to sync with a 3rd party app called "Notebook". All 3rd party apps that sync with Toodledo are responsible for synchronization. Please contact the company that makes this app and they'll be able to assist you.
