If I specify a "due after" date then Scheduler won't suggest I do that task until the specified date - great! But if I've specify a "due after date AND Time" then scheduler will suggest the task on the day but before the due time has arrived. Can this be overcome in any way?

Currently the "due time" is not used when calculating if a task has started or if it is a future task. Only the date is considered. So if a task is due today or starts today, it is due or started regardless of the actual time during that date when it is due or starts. This is something that is on our todo list to fix in a future update.
