Is there a way to move a line item up and down in the Outlines section?

OOPS... UPDATE: Figured it out. By grabbing the bullet...

You can drag the bullet, and you can also use a keyboard shortcut. Shift+J or Shift+K when the item is highlighted. You can move the highlighted item by pressing J/K without shift. (This assumes you have keyboard shortcuts enabled in your account settings)
