Hi. Is there a way to modify tasks offline so that when I log back in, it will sync up? I would love to be able to use when I'm not connected to the Internet.

Yes, you can use any app that works with Toodledo. We have an iOS and Android app that will work offline and there are a number of 3rd party tools that will work as well, as well as some that work on the desktop.
You can also try using our mobile website which has limited offline capabilities: http://m.toodledo.com
