How do i set default view to "3 Top" instead of "2 High"

It should remember the last list you were viewing and take you back there when you return to that section. If not, maybe the bookmark you are clicking on has hardcoded the "2 High" list to load. You can make a new bookmark by right clicking on the "3 Top" link in the sidebar and selecting "Add Bookmark".

Or you could create an appropriate Saved Search which will always be available.
