Entering time using Chrome

I am having ongoing problems entering numbers in the time field for Date & Time using Google Chrome. I have briefly tried IE and have similar issues. Is this a known bug, I seem to recall seeing something about a known Chrome bug with drop down lists, but this isn't one of those. Any suggestions on a fix or work around?

There is a Chrome bug that causes drop down menus to not always work, although it appears to be fixed in the latest version of Chrome on the Mac. I have not tested Windows recently.
