How would I have a task repeat for example, for four days, beginning on February 14 through February 17?

Schedule four tasks, one for each day. You can use the Clone function and then edit the date.
Or, you can schedule a repeating task and then remember to delete the task after completing the last instance. Deleting one instance of a repeating task does not affect previously completed instances of that task.
Or, you can schedule an additional task to remind you to delete the last instance of the repeating task.

Toodledo does not allow you to specify the number of times that a task will be repeated.

Why doesn't ToDo have a "from date" and "to date"? Entering each one individually or having to remember when to end it is silly. There should be a intuitive simple way to accomplish this. How are suggestions for changes to ToDo submitted?

I would imagine that ToDo has a forum of some kind, though not all apps do. You might google for it.
