It sounds like the problem is with the Pocket Informant app on the iPhone, not properly fetching changes from our website. Since Pocket Informant is a third-party app, we can't provide support for it. You'll need to contact the developers.

To get Outlook tasks on your iPhone, you have to go through our website. However, you don't have to do the CSV export/import process. The API documentation describes what excessive API usages is. Here is what it says: Rate Limiting Each authenticated user is allowed to make 120 requests per 60 minute time period (2 per minute). If you cache your data properly, this should be more than enough for any application. If you make more than 120 requests in a 60 minute period, any further requests will generate an error message until the request/hour drops below 120.
