"All imports are interpreted as new tasks. There is currently not a way to import a file and have it overwrite existing tasks. I would suggest that you delete all the tasks from your account and then do the import, which will have the same affect. Just make sure that your import file has everything in it that you are deleting from the site."
This information I found last year. This is bas news as I do need this functionality.
The exported XML file contains an ID. This ID could be used
for synchronizing, or am I wrong?

Importing/exporting is a manual process that was designed to be done infrequently for migrating data or backing up/restoring. It was not designed for syncing, so we have left this functionality out. We may add it in the future, but it is somewhat low priority.
