We both have pro accounts and I've added him as a collaborator on my account. However, he's not showing up in the reassign drop down list.
I also do not know how to assign a new task to someone.
Please help!!!

It sounds like he needs to add you as a collaborator. You added him, but you need to do it in both directions.
