Can anyone offer advice about whether it is possible to Import tasks defined in GTD-Free into ToodleDo. I have been using GTD-Free for some time and don't want to have to re-enter my projects and tasks.

I am not familiar with GTD-Free. Does it have any export options?

There is an 'Export all to XML' option and an Export... option where 'Default XML', 'PDF', 'HTML' and 'Plain Text' are available.

Plain Text is probably the only option that will work. You can then import this into Excel and then re-export as CSV which will import into Toodledo using our "CSV Task Import" option in our Tools section.
