Is it possible to schedule tasks on toodle do so that they show up on your to do list when it is time to do them? Also, can that occur on a recurring/ongoing basis for a given task?

Yes, what you want to look into is repeating tasks that have a start-date and time. Then use the "hide future tasks" filter to hide them until they happen.
