Decided to collaborate with someone who is not on Toodledo on a LIST. It said when an invite sent, they will be asked to join Toodledo, but it looks like they have to be a PAID subscriber. Is that right????

Yes. Collaboration is a premium feature that requires a subscription for both accounts that want to collaborate.
