I have a shopping list for when I go to town. I want to sort first by store, so I can make a loop around town and get everything I need. So I want the stores in order geographically. My To Do list has the little click&drag thingy that I can use, but I don’t see it under Lists. Can I do this?

I'm not real familiar with Lists, but I don't think you can manually order them. I'd suggest numbering them in the order you want.
1 - Hardware 2 - Cleaners 3 - Grocery store |

You can sort your lists by location and then the rows will appear in the correct order. You can use Salgun's numbering trick to get the Locations to sort in the order that you want.
