Reassign to free account?

Sorry, this is not clear to me in the documentation. I have a pro account. Can I reassign a task to someone who has a free account?
I thought we had done everything to enable this but they are not showing up on my reassign list yet.

Both accounts must have a subscription if you want to reassign tasks between then.
