Windows desktop not syncing

Both Ipad and phone are sync'ed ok, but over the last 3 days, the laptop will not sync and shows a blank page: The two spinning symbols next to the username just keep spinning. I have managed to log into my Toodledo account from another Windows Desktop and everything there seems OK. It is just the laptop that has the problem. How do I fix this?
