I currently use Toodledo for my business. I have another account setup for any freelanceer that works with me so they can see all work but not private folders.
However, I have also setup access for someone else, but I would like them to have access to all folders, even private ones. Can this be done?

No, private folders are by definition private. If you want to share them, you will need to make them un-private. However, with a Pro account, you can control which people get to see which folders, which can effectively do what you are asking, without using private folders.
