How to assign tasks to people without Toodledo accounts

I need to be able to "assign" tasks to people or organisations without them being Toodledo members. I cannot expect colleagues from work to sign up for Toodledo, but want to use my own account to keep track of who I have asked to do something or who I am waiting for on a task.
My current work-around is to use tags, is there a more elegant way to achieve this?

A few ideas:
1. Have a folder named 'Waiting for' and file these tasks in that folder.
2. Enable the Status field and flag these task as 'Waiting'. With this field enabled, you will see a 'Status' view and there will be a 'Waiting' tab.
3. Use a Tag as you already do and use the Tag view to see these tasks.
It really depends on how you use Toodledo as to which method will work best. I use #1 as I follow GTD.
