I'm calling getAccountInfo, my response interestingly enough has
<lastnotebookedit>-62169966000</lastnotebookedit>
which, from what I can see, isn't documented in the API. My question is, I don't have any notebooks on my test account, so shouldn't it have returned
<lastnotebookedit></lastnotebookedit>
instead?

This is a bug. You can assume that a negative number is 0.
We'll fix it in the next update.
