Google Keep shows a reminder, every time, if the page is open. It's possible. Keep may be open source; if it is, you simply have to adapt it. If not, you know it can be done.

At best. All tasks have reminders set, 1 hr before deadline. Reminder style is set to popup (test works). I have seen one (1) reminder of a real task pop up. I've tried several things, to no avail. Any ideas?
