Is there a way to set an alarm to notify say person #1? As I see it, I can find no way of telling the alarm who to notify.

You can set up to 5 locations for alarms to go to, but the alarms go to all of them at the same time. There is not currently a way to say "Alarm for task A goes here and Alarm for task B goes somewhere else".

Since toodledo can export out to services like google calendar you might be able to set up a relay.
Toodledo > Google calendar > person who needs to know
