Re: tasks that re not, as of yet, next actions. The way I have always handled this was to list them in the notes of the particular project I was working on. Then when the current "next action" is done I would look at the project notes for the remaining tasks that I previously came up with and pick the next action.
Been doing that for 13 years since I first heard David Allen speak in 1998!
