I was able to resolve this issue by deleting the following registry key:

HKEY_CLASSES_ROOT\CLSID\{0006F03A-0000-0000-C000-000000000046}\InprocServer32\(Default)

The registry key looked like it was pointing to a script blocking DLL from my anti-virus software. (Not sure if it will get reset by the anti-virus software or if that only happens during install).
